About PCC & MEC

Climate-Affected Coastal & Haor Areas of Bangladesh

Population Crisis Control and Mass Education Committee (PCC & MEC) is a non-profit, non-political, and non-government voluntary organization that came into existence in 1985 with the initiative of a few young people under the leadership of renowned freedom fighter Mr. Mirza Taslim Hossain. After the independence, he was involved in business and worked in the rural areas of Khulna, Bagerhat, and Satkhira.

Establishment of PCC&MEC: Founded in 1986 and registered with the Department of Social Welfare (Khulna-382/86).
NGO Registration: Registered with the NGO Affairs Bureau on January 29, 1991 (No. 384).
Governance Structure: Governed by an Executive Committee (EC) with seven members, including four women.

What We Do

Major Program Areas

Disaster Response & Recovery

Cyclone-resilient shelter construction, emergency relief, cash-transfer programs, debris management, and rehabilitation of disaster-affected communities across coastal Bangladesh.

Agriculture & Livelihoods

Agricultural technology transfer, climate-adaptive farming, fisheries, livestock, kitchen gardening, value chain development, and micro-credit for sustainable livelihoods.

Inclusion, Equity & Justice

Financial inclusion for women and minorities, gender equity, protection of ethnic and religious minorities, elimination of violence against women, and social justice advocacy.

Climate Resilience

Climate change adaptation planning, resilient agriculture, alternative livelihoods, renewable energy, disaster risk reduction, and community-based early warning systems.

Education & Skills

Formal and non-formal education, vocational training, hydroponics, aquaponics, IGA skills, adult literacy, and access to mass education for vulnerable women and children.

Health, Water & Sanitation

LoGIC Baseline & End-line Survey (UNDP)

Conducting comprehensive baseline, end-line surveys and annual progress reviews for the Local Government Initiative on Climate Change (LoGIC) project.

Climate Resilience Initiative — Deluti Union (IBFCR/UNDP)

Developing a local climate fiscal framework, hydroponics-based climate adaptive agriculture, rainwater harvesting, and safe drinking water systems. Establishing women's workspaces with WASH facilities.

Sustainable Fisheries for Food Security & Poverty Reduction

Supporting root-level fish cultivators through training, input supplies, loan facilitation and nutrition awareness. PCC & MEC also operates its own 7-acre aquaculture demonstration project for community learning and income generation.
